Serves as Korean-English, English-Korean, interpreter/translator for Language Branch, UNCMAC. The mission of Language Branch is: (1) to translate from and into English and Korean communications between the United Nations Command (UNC) and the Korean People's Army (KPA) components of the Military Armistice Commission (MAC); (2) to provide other interpreter/translator services to all agencies of UNCMAC and the Neutral Nations Supervisory Commission (NNSC); and (3) to provide interpreter/translator services to the Commander, United Nations Command (CDR UNC) and other elements of the Command as directed. These services include, but are not limited
to, interpretation at meetings and conferences, translation of communications such as letters, memoranda, agreements, laws and regulation between CDR UNC and other elements of the Command and Republic of Korea (ROK) agencies and individuals, and translation of printed and published materials of interest to the Command. Is responsible for the accurate and rapidtranslation of spoken and written communications from or into English and Korean characters(Hangul), mixed Korean and Chinese characters (Hanmun), or phonetics as required. Reviewstranslations and, if necessary, retranslates documents translated by other organizations. Travels to and from the Joint Security Area (JSA) at Panmunjom, the Demilitarized Zone (DMZ), Han River Estuary (HRE) and Northwest Islands (NWI) by air, sea or ground transportation. Performs the above duties at a variety of locations on a regular duty rotation between CampBonifas and the JSA. May perform temporary duties at other locations on the Korean Peninsula oroverseas for limited periods. Performs other duties as assigned.
NOTE:
1. Multiple selections may be made for this location.
2. Target Grade of this position is KGS-12. If the position is filled at the lower grade than target grade, the incumbent may be promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements.
3. Weekend/holiday/shift work, some overtime may be requried, a special tour of duty may be authorized.
4. May be required 25% of travel.
5. Subject to obtain Joint Secret KOR USA security clearance.
6. Be able to drive non-tactical military vehicles.
7. The incumbent may be required to cross into the KPA portion of the JSA, which could involve exposure to harassment, insults, threats, and physical danger from KPA personnel. These conditions require exceptional emotional stability and substantially increase the complexity and pressure of assigned duties.
8. This position has been designated as KN EMERGENCY-ESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position.
9. Relocation Allowance will be authorized for the selectee from outside the commuting area. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance.
KGS-09: One year of specialized experience at KGS-07 or the equivalent.
KGS-11: One year of specialized experience at KGS-09 or the equivalent.
KGS-12: One year of specialized experience at KGS-11 or the equivalent.
Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
1. The American Language Course Placement Test (ALCPT) score of 90 and Management Panel Approval are required. 2. The passing score of former English Language Proficiency Test ("A" series) may be substituted for ALCPT requirement. 3. The TOEFL score of 550 (score of 213 on the computer-based test; score of 80 on the internet-based test) or TOEIC score of 800 may be substituted for ALCPT requirement. TOEFL and TOEIC scores are valid for up to two years from the examination date. When selected applicant(s) do not have a valid test score, they will be tested with the ALCPT on post, or they may voluntarily elect substitute testing of the TOEFL/TOEIC off post.
1. A master's degree in an appropriate field is fully qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met. 2. Three full years of progressively higher level graduate education leading to a doctoral degree in an appropriated field is qualifying for KGS-11.
